Rivers State Governor, Sir Siminalayi Fubara, has assured that the 50.15-kilometre Port Harcourt Dual Carriage Ring Road will be completed and delivered by October 2026, following what he described as significant progress on the project.
Governor Fubara also credited his predecessor and current Minister of the Federal Capital Territory (FCT), Chief Nyesom Wike, for conceiving the landmark infrastructure, describing him as the originator of the initiative.
The governor gave the assurance on Tuesday, February 10, 2026, during an inspection tour of the project. The visit came shortly after President Bola Tinubu intervened to resolve the political rift between Governor Fubara and the FCT Minister.
Speaking during the inspection, Fubara referred to the FCT Minister as his “Oga,” describing him as a man of “very big ambition” who envisioned the project as a transformative development for Rivers State.
“For me, this project is very important considering the person who conceived it, my Oga, the Honourable Minister. He had a very big ambition and believed that if this project is delivered in record time, Rivers people will be happy with my administration,” the governor said.
He stressed that irrespective of political developments, his administration remains committed to delivering the project.
“Notwithstanding whatever is happening, it is my wish and responsibility to see that this vision is fulfilled. This explains the importance we attach to the project as a government and as a people,” he added.
Governor Fubara recalled that the Ring Road was designed to be completed within 36 months and noted that the timeline is steadily approaching its target. He explained that the inspection was aimed at assessing both the quality and pace of work by the contractor.
The inspection tour commenced from Refinery Junction in Eleme, passed through Iriebe and parts of Obio/Akpor Local Government Area, and ended at the river-crossing bridge linking critical sections of the road.
“From what is visible to everyone, a lot has been achieved. From our discussions, the contractors have assured us that the project will be delivered by October,” he stated.
The governor expressed confidence that with sustained funding and administrative support, the October 2026 completion target would be met.
The Ring Road project, flagged off in July 2023, spans 50.15 kilometres and features five flyovers and a river-crossing bridge. It is expected to connect more than six local government areas and significantly ease traffic congestion within Port Harcourt and its environs.
